C4 Chief Admin Officer Quoted in The New York Times
C4's Chief Administrative Officer John Troy was quoted in a front-page article in The New York Times that probed Illinois' fiscal meltdown and impact on social services.
The state's failure to reimburse non-profits for services provided is a near impossible hardship for many non-profits, said Troy, who described an especially troubling time several months ago.
"I drove down to Springfield and said,"Hey, you owe us $3 million.' They said: 'Oh, that's nothing. We owe another agency $10 million.'
